Programming is usually done using open source software such as Perl or PHP, MySQL is used for data storage. This combination gives you a product independent of your choice for hosting and the possibility to even further develop your website if wanted. The program code is part of the deal; so when a project is finished, the code is given to you as a starting point for further developments.
